The Physical Education and School Club Links (PESSCL) programme is a key part of what School Sports Partnerships are all about. All Partnerships undertake a survey during May-July each year to assess their progress and identity what improvements need to be made. One of the main elements of the survey assesses the number of children in each school managing to achieve to 2 hours of high quality PE and school sport per week. 2008 - 2009 marks the transition from PESSCL to PESSYP – a new strategy, with new work strands and more hours to tackle, but the objectives remain the same. More on this new strategy is given below. In line with many other Partnerships across the country the St Andrews Partnership has seen year on year increases in the numbers school children taking up their 2 hours a week entitlement of PE and Sport: 2004-2005 - 53% 2005-2006 - 65% 2006-2007 - 78% 2007-2008 - 90% Currently 90% of the Partnership's young people are accessing 2 hours a week PE and School Sport. This is also currently the national average and many of the Partnership schools achieved Sportsmark (Secondary) or Activemark (Primary) status as part of this achievement. PESSYP - The new PE and Sport Strategy for Young People (PESSYP) was launched in January 2008 and expresses the Government’s commitment to improve the quantity and quality PE and sport undertaken by young people aged 5-19 in England. New investment, targets and strategy PESSYP builds on the success of the School Sport and Club Links (PESSCL) Strategy for 516 year olds, which went live in April 2003. It will see an investment of £755 million over three years to deliver the work announced by the Prime Minister in July 2007, and is now set out in Public Service Agreement target 22.
Key roles There are key roles for the infrastructure of specialist sports colleges, school sport partnerships, national governing bodies, county sports partnerships and other community providers to ensure that all 5 6 years olds access to two hours PE and School Sport, and access to three hours sport beyond the curriculum, while 16-19 year olds have three hours of sport outside of the curriculum. Collectively, this is referred to as the “Five Hour Offer”. New Work Strands The new PE and Sport Strategy for Young People has ten Work Strands as follows: - Club Links

In essence the School sports partnerships now refocus their work to look outwards to tie in with other agencies and community sport opportunities, both within and outside the school gates.
